Hunters. But as a new monument it also needs a management plan.The Bureau of Land Management, which is responsible for the monument, had begun working on a plan with stakeholders like the Desert Advisory Council. This group is composed of diverse interests, from conservationists like the Mojave Desert Land Trust to transport and non-renewable resources.
